The NDRF Academy is the designated premier training institution and institutional wing of the National Disaster Response Force (NDRF), operating under the direct administrative oversight of the Ministry of Home Affairs, Government of India. The Academy is mandated to fulfil the Force’s overarching mission: “Saving Lives & Beyond”, guided by the official motto “आपदा सेवा सदैव सर्वत्र”.
With a mandate to train personnel of NDRF Bn’s, SDRF personnel, CD personnel and volunteers other stakeholders, NDRF Academy came into existence in September 2018. Created by merger of Erstwhile NCDC with additional forces training personnel from various CAPF, the academy operated from Civil Lines campus of Nagpur. The new campus has come up at Suradevi (near Koradi), where the administrative functioning commenced from February 2026. The Academy serves as the crucible in which professional rescuers are trained to respond effectively across all terrains and disaster scenarios, at national and international levels.
Particulars of Organisation, Functions and Duties
The NDRF Academy is the apex training institution responsible for developing professional rescue personnel capable of operating in complex national and international disaster environments.
Organisational Status
The Academy functions as the training wing of NDRF under the administrative control of DG NDRF in coordination with Training Branch of NDRF Headquarters.
Primary Functions
- Management and execution of structured, specialized training regimes categorized into Basic, Advanced, and Refresher levels for NDRF/SDRF personnel.
- Development of professional disaster response competencies for personnel engaged in high-stakes search and rescue missions.
- Conduct training programmes for CBRN (Chemical, Biological, Radiological and Nuclear) emergency response, Urban Search and Rescue (USAR), flood rescue, medical first response and allied disciplines.
- Organisation of Community Awareness Programmes (CAP) and School Safety Programmes (SSP) for public preparedness.
- Coordination of training programmes for personnel of allied organizations including Armed Forces, CISF, RPF, Indian Coast Guard, Civil Defence, Fire Services and international delegations.
Core Duties
- Ensuring personnel meet national and international standards for disaster response preparedness.
- Maintaining institutional readiness through a curriculum that prioritizes speed, efficiency and rescue precision.
- Maintaining liaison with NIDM, DRDE, WCL, HPCL, PESO, DAE, IIM Nagpur, Indian Railways and other national-level organizations for capacity building and institutional development.
Powers and Duties of Officers and Employees

- Annual Training Calendar: All training activities are governed by a pre-approved schedule to ensure consistent force readiness and systematic planning.
- Three-Tier Training Regime: Functions are executed through structured Basic, Advanced, and Refresher courses to ensure continuous competency development across all cadres.
- Technological Integration: Operational norms incorporate technological simulation, digital learning tools, and advanced rescue methodologies to enhance training efficacy.
- Evaluation and Assessment Framework: Trainees are assessed through structured examinations, practical drills, and performance review mechanisms to ensure standards are met.
- Quality Assurance: Institutional norms are periodically reviewed in line with national policies, best international practices and directives from NDRF Headquarters.

The employees of the NDRF Academy utilize the following regulatory and instructional documents for discharging their functions:
- NDRF Training Manual & Regime: Primary authority for all training functions, organized into specialized rescue discipline modules.
- Bilingual Instructional Materials: Training PowerPoints, Precis/course notes and educational content maintained in both Hindi and English. Dedicated LMS provides for enhancement and continued learning.
- Model Question Papers and Assessment Tools: Standardized evaluation instruments for each training module.
- Drill Videos and Equipment-Specific Instructional Media: Practical training aids regulating the quality of operational training.
- Government of India Service Rules: CCS (CCA) Rules, CCS (Conduct) Rules and allied statutes applicable to Force personnel.
- Ministry of Home Affairs Circulars and Directives: Policy instructions issued from time to time by MHA/NDMA/NDRF HQ governing the Academy.
- GFR 2017, DFPR and FRSR: The rules and guidelines given by Government of India for utilization of public funds.
